Licensing may not be the most exciting part of your Dynamics 365 setup—but it’s about to become critical.

Microsoft is enhancing license management for Dynamics 365 Finance and Operations. Starting January 15, 2026, license validation will begin for customers with contract renewals or anniversaries after that date. Users without properly assigned licenses will temporarily lose access until licenses are provisioned, so proactive management is essential.

Even if you’ve got licenses sitting unused, or users unknowingly flying under the radar, now is the time to streamline and secure your licensing setup.

What’s changing?

Here’s the big shift: Up until now, Microsoft has allowed a bit of wiggle room. As long as your organization purchased enough licenses overall, users were able to access F&O apps—even if they weren’t directly assigned a license. That changes with the staged rollout starting January 15, 2026.

From that day forward, licenses must be assigned directly via the Microsoft 365 Admin Center. If a user isn’t licensed, they’ll be locked out. It’s simple: stay compliant and keep everything running smoothly.

Here’s what’s already rolled out:

April 30, 2025:

  • Microsoft enabled new reporting in the Power Platform Admin Center (PPAC) to help organizations get visibility into license usage and assignment gaps.

September 1, 2025:

  • Unlicensed users began seeing in-app warnings telling them to reach out to their admin. If your team has been ignoring those messages… not good.

Coming next:

January 15, 2026:

  • License validation begins for customers with contract renewals or anniversaries occurring after that date. Anyone without an assigned license will be locked out of Finance, Supply Chain, HR, Project Ops, and other F&O apps.

What happens if you ignore this?

Every user of these apps must have a license explicitly assigned in the Microsoft 365 Admin Center—group-based assignment or implicit access won’t fly anymore.

What you should do now?

Check your current license assignments

Head to the Power Platform Admin Center (PPAC) and open the User License Level Overview Report. This report gives you a clear snapshot of total licenses bought versus those assigned, shows who is actively using the licenses and who isn’t, highlights users missing licenses, and offers suggested actions to help you stay on top of things. Consider this your go-to visibility dashboard—make good use of it.

Assign licenses the right way

From now on, all Dynamics 365 licenses must be assigned through the Microsoft 365 Admin Center.

  • Azure AD group-based assignments? Not valid anymore.
  • Unassigned licenses sitting idle? Unhelpful.
  • You need to go user by user and assign licenses explicitly.

Right-size your licensing with role-based mapping

Not everyone needs a full Finance or Supply Chain license. Use Microsoft’s License Estimator Tool to map users’ security roles to the right license type. For example, some users might only require a Team Member license, while others could benefit from activity-based licenses instead of full ones. This step alone can save you a chunk of your Dynamics budget.

Clean up inactive or duplicate users

It’s low-hanging fruit. If someone isn’t actively using the system—or left the company— it’s best to revoke their license. You might be surprised how many organizations hold onto licenses tied to inactive accounts. Regular quarterly cleanups can help you reclaim and reassign those seats efficiently.

Microsoft is enforcing strict license validation for Dynamics 365 Finance and Operations applications. Starting November 1, 2025, users without properly assigned licenses will lose access to the system with no warnings or grace periods. This means every user of Dynamics 365 Finance, Supply Chain Management, Commerce, Human Resources, and Project Operations must have a license explicitly assigned in the Microsoft 365 Admin Center. Azure AD group-based assignments are no longer valid. If your licensing is not sorted before the deadline, critical business operations could be disrupted.

Until now, Microsoft operated on an honor system for Dynamics 365 F&O licensing. While businesses were technically required to license every user based on their security role, there was no technical enforcement in place. Many organizations ended up with more active users than they had licenses for. Microsoft is now closing that gap by introducing automated validation that checks whether each user has the correct license assigned. This shift brings Dynamics 365 licensing in line with how other Microsoft products like Microsoft 365 have been enforced for years.

The enforcement applies to all Dynamics 365 Finance and Operations applications, including Dynamics 365 Finance, Dynamics 365 Supply Chain Management, Dynamics 365 Commerce, Dynamics 365 Human Resources, and Dynamics 365 Project Operations. Every user of these applications must have a license explicitly assigned in the Microsoft 365 Admin Center that matches their security roles. If a user has multiple security roles that span different modules, they may need multiple licenses, such as a Finance base license and a Supply Chain Management attach license.

Users without properly assigned licenses will be locked out of the Dynamics 365 Finance and Operations applications. They will not be able to access financial operations, supply chain workflows, procurement processes, HR functions, or any other business processes that run through these systems. This can cause immediate operational disruption, frustrated employees flooding your IT team with support requests, potential compliance issues during Microsoft audits, and wasted spend on wrongly assigned or unused licenses. There are no grace periods once enforcement begins.

Go to the Power Platform Admin Center and open the User License Level Overview Report. This report gives you a clear snapshot of how many licenses you have purchased versus how many are assigned. It shows which users are actively using their licenses and which are not. It highlights users who are missing licenses entirely and offers suggested actions to help you get compliant. You can also use the License Usage Summary form within Dynamics 365 F&O to see exactly which security roles and securable objects are triggering specific license requirements for each user.

Microsoft is requiring explicit license assignment through the Microsoft 365 Admin Center to ensure accurate tracking and compliance. Previously, some organizations relied on Azure AD group-based assignments or implicit access methods that made it difficult to verify who actually had a valid license. Going forward, each user must have their license manually assigned in the Admin Center, matching their security roles in the system. Not every user needs a full Finance or Supply Chain Management license. Use Microsoft’s License Estimator Tool to map each user’s security roles to the appropriate license type. Some users may only need a Team Member license, which costs significantly less than a full user license. Others might benefit from activity-based licenses instead of full ones. Also review inactive accounts. If someone has left the company or is no longer using the system, revoke their license immediately. Regular quarterly cleanups can help you reclaim and reassign unused seats, saving a significant portion of your Dynamics budget.

Ignoring the enforcement change puts your business at serious risk. Unlicensed users will be locked out of critical applications, potentially halting financial reporting, supply chain operations, procurement, and HR processes. Beyond operational disruption, non-compliance can trigger Microsoft audits that result in backdated charges or contractual penalties. Unused or wrongly assigned licenses represent wasted spending that could have been redirected to more productive uses. The longer you wait to address licensing gaps, the more expensive and disruptive the consequences become when enforcement takes effect.

According to Microsoft’s latest Dynamics 365 licensing guide, external users and guest users are generally not affected by this enforcement as long as they are not active in the production environment. However, it is important to verify that your users meet Microsoft’s specific definition of an external user. If someone classified as an external user actually has security roles and active access in your production environment, they may still require a license. Review your user list carefully and confirm external user status against Microsoft’s criteria to avoid any surprises.
